#1 • X paired up with Tata Trusts to launch an initiative to provide rural women in India with internet literacy. Named “Y,” the initiative will use bicycles to reach rural villages and educate women on the basic benefits of using the internet. • On the back of each bicycle is a cart that carries resources needed to educate the women. For a minimum of two days a week for four to six months, local women will be able to learn for free from the bicyclist, or “Y.” In order to ensure efficient communication, the bicyclist will be a trainer sourced from a local NGO or community group. Bikes will work in clusters of three villages at a time. After making sure that the women are able to use internet devices independently, the cycle carts will move on to the next cluster.

#6 The 11th report of the Second Administrative Reforms Commission, titled “Promoting e-Governance – The Smart Way Forward”, established the government’s position that an expansion in e-Government was necessary in India. The ARC report was submitted to the Government of India on 20 December 2008.[3] The report cited several prior initiatives as sources of inspiration, including references to the Singapore ONE programme. To pursue this goal, the X was formulated by the Department of Information Technology (DIT) and Department of Administrative Reforms & Public Grievances (DAR&PG). #8 A X building is one that relies on renewable sources to produce as much energy as it uses, usually as measured over the course of a year.  X buildings start with energy-conscious design. Many features work without an energy source. For example, in cold climates, south-facing buildings with large expanses of windows on that side can produce well over 50% of their heat through passive solar gain. On the cold north side of the building, smaller windows can angle to wider openings, permitting more light while limiting heat loss. In warmer seasons, passive ventilation systems can pull cool air up from the lower levels and vent it through the building’s highest point. Rooftop systems can collect rainwater to reduce usage of treated water. Solar panels, heat recovery systems, geothermal heating and wind turbines are among the other technologies used to achieve X status.

#9 X’s tech uses the unused buffer frequencies — “Y” — between TV channels to carry data. In India, these spaces end up being available in the 200-300 MHz spectrum band, although there are chunks of unused spectrum available in India up to 700 MHz. Currently, that spectrum belongs to a national broadcaster in India, Doordarshan. Y signals can travel up to 10 kilometers, which makes the technology perfect for connecting rural or expensive-to-wire areas. For participating regions, a $20,000 Y router in a town center would receive the white space signals and then provide free Wi-Fi access to the town’s citizens.

#10 X was established on February 20, 1997 by an Act of Parliament to regulate telecom services and tariffs in India. Earlier regulation of telecom services and tariffs was overseen by the Central Government. One of its main objectives is to provide a fair and transparent environment that promotes a level playing field and facilitates fair competition in the market. In January 2000, X was amended to establish the Telecom Disputes Settlement Appellate Tribunal (TDSAT) to take over the adjudicatory functions of the X. The TDSAT was set up to resolve any dispute between a licencor and a licensee, between two or more service providers, between a service provider and a group of consumers. In addition, any direction, Xx orders or decisions can be challenged by appealing to TDSAT

Y is a licensed certifying authority empanelled by Controller of Certifying Authorities to operate as eSign Service Provider. • Y’s X service enables Application Service Providers (ASP) to enable their users to electronically sign documents using Aadhaar number. This will be a valid legal signature, in accordance to India IT Act. (Equivalent to existing Digital Signature) • X services from Y allows easy, efficient and secure signing of the documents. This service allows any Aadhaar holder to digitally sign an electronic document without having to obtain a physical digital signature certificate (in USB Crypto Token). • Application Service Providers (ASP) can integrate this service within their application to offer Aadhaar holders a way to sign electronic forms and documents.
